“NMA strongly supports the Council [on Environmental Quality]’s proactive effort to improve the NEPA process by returning NEPA to its original intent, which is to require a hard look at the environmental impacts of major federal projects, not to stop projects in their tracks. Such reforms are long-overdue and have been promised for decades under numerous administrations yet have failed to materialize. NEPA is often portrayed as a sacrosanct law, with any proposed revisions condemned as prioritizing development over the environment. Such extreme viewpoints create a false dichotomy— the goals of a healthy environment and healthy economy are not mutually exclusive.”
